Enhanced Landscaping Maintenance (ELM) Levy

The Enhanced Landscaping Maintenance (ELM) program is supported by a small tax levy. Since 2015, the $84.00 per year has covered:

  • Spring and fall clean up.
  • Tree well and shrub bed maintenance.
  • Irrigation in primary park
  • Twice as much mowing & trimming (weekly).
  • Turf maintenance and improvements of our medians, boulevards, park spaces including de-thatching, aerating, top dressing and re-see
  • Weed and pest management (localized areas).
  • Enhancements such as planters, garden beds and seasonal displays throughout the community.

ELM has transformed Edgemont’s public green spaces from neglected to healthier, modern and appealing spaces for everyone to enjoy. The turf has been improved in our public green spaces, medians, boulevards and park spaces.

By adding planters and garden beds, medians, boulevards and parks are enhanced with seasonal displays for everyone to enjoy while driving or walking through-out our community. Shrub beds are receiving much needed pruning, trimming, removal of dead limbs and total cutting back to allow for new healthier shrub re-growth.

In October 2020, Edgemont residents voted overwhelmingly to continue the ELM levy and the ECA and ELM committee are committed to ongoing improvement of this beautification plan.

Background:

In 2015, a group of community-minded folk worked for 4 months to gather signatures of more than 2/3 of Edgemont homeowners to accept a small annual fee ($84/year) to cover enhanced landscaping in our community. Once approved, the ELM committee began the business of hiring contractors, purchasing planters and flowers and planning placements and improvements.
